Description Position at MTA Headquarters JOB TITLE: Senior Manager, Rolling Stock Strategy SALARY RANGE: $113,000 - $128,500HAY POINTS: 657DEPT/DIV: ProcurementRolling Stock Strategy SUPERVISOR: Senior Director, Rolling Stock Strategy LOCATION: 2 Broadway, New York NY 10004 (MTA Headquarters) HOURS OF WORK: 8:00 am - 4:30 pm (7 1/2 hours/day)DEADLINE: Open Until Filled This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.SUMMARY:This position will be responsible for assisting with the development of effective acquisition strategies for rolling stock to secure best value for the MTA and support the core mission of providing safe and reliable public transportation. Specifically, this position will be responsible for managing the efforts that support Senior staff in the development of a comprehensive acquisition strategy for buses, subway cars, commuter rail cars and all non-revenue/work car equipment across the MTA, by analyzing international best practices and conducting relevant bench marking activity. This position will involve working collaboratively with peer agencies, the supplier base and relevant MTA agencies' staff and the funding and planning functions, to identify opportunities to leverage consolidated requirements as well as alternate acquisition approaches.RESPONSIBILITIES:Gather, analyze, and interpret a wide variety of data to support the rolling stock acquisition strategy and prepare recommendations to senior management.Perform benchmarking exercises on procurement evaluation models to inform management of latest trends and best practices for achieving best value in rolling stock procurements.Review and report to the MTA Procurement function on the relevant sections of the 20 year needs and the capital plans with respect to rolling stock.Develop and recommend proposal evaluation models including life cycle cost analysis to consider the total cost of ownership of the rolling stock asset.Track procurement schedules for rolling stock acquisition. Prepare presentations for management to present to Executive leadership, the MTA Board, external agencies, and public stakeholders in an accurate, understandable, and timely manner.Present findings and recommendations of various analyses to MTA senior staff, operating agencies, the public, and non-MTA agencies in an accurate, understandable, and timely manner.Selects, develops, and motivates personnel within the department. Provides career development for subordinates/ consultants. Provides prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Reviews performance of staff. Creates a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. External agencies may include the New York State Government, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.Demonstrated ability to work in a high-profile, high-pressure environment effectively.Demonstrated ability to communicate effectively with key internal and/or external stakeholders.Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.Demonstrated analytical capabilities and quantitative skills.EDUCATION AND EXPERIENCE:REQUIREDBA/BS in Business Administration, Transportation, Public Administration, Public Policy, Transportation Planning, Finance, Engineering, Law, Supply Chain, or related field; andMinimum 7 years related experience in public transportation administration, project management, procurement operations, budget planning.An equivalent combination of education and experience may be considered.Minimum 3 years managing process improvement and efficiencies.PREFERREDMBA or advanced degree in a related field.
