Summary

The NYS Department of Health s Division of Data Services and Analytics (DDSA) is a forward thinking, leading edge, technology driven enterprise tasked with supporting the data needs of the NYS Medicaid program, whose mission is to transform the way that Medicaid data is organized, understood, and leveraged. DDSA's goal is to enhance data driven policy agendas and program improvement efforts that span the Medicaid enterprise.

The Data Analyst will work within the DDSA Data Categorization team to perform data analytics and produce reports in support of the data governance categorization practice. The ideal candidate will utilize their experience and skill set to pull data from large datasets using SQL and other programming languages, cleanse, standardize, and profile data tables and elements, produce summary reports of data mining and analytic exercises, and provide insight into the categorization of data in the NYS Department of Health s Medicaid program.

Comprehensive on-the-job training and peer/supervisory support will be provided. The candidate should be able to take on new tasks and subject areas, willing to work in a team environment, and able to adjust to multiple priorities successfully.

Basic Qualifications

• Research, extract, and analyze data from data warehouse and other sources
• Collaboration with business analysts and policy subject matter experts to identify data in support of Medicaid policy
• Organize data findings into easy-to-understand format for non-technical audience
• Recommend and advise on enhancements to data and data systems to improve quality and usability of data to support NYS Medicaid program

Desired Qualifications

• Bachelor's degree required
• Experience with SQL and relational databases required; experience with Python, R, Tableau, or other programming and visualization languages preferred
• Database architecture and data management experience a plus
• Artificial intelligence and/or machine learning experience a plus
• Ability to translate technical specifications and communicate in clear manner to broad audience
• Work independently and collaboratively in a team environment to move data quality projects forward
• Exceptional verbal, written, and time-management skills
• Proficiency in Microsoft Office, specifically Outlook, Excel, Word required; experience with SharePoint, Teams, PowerPoint, and Visio preferred
