Description Position at MTA Headquarters JOB TITLE: Senior Director, Rolling Stock Strategy SALARY RANGE: $141,500 - $152,000HAY POINTS: 924DEPT/DIV: ProcurementRolling Stock Strategy SUPERVISOR: Assistant Deputy Chief Officer, Rolling Stock Strategy LOCATION: 2 Broadway, New York NY 10004 HOURS OF WORK: 8:00 am - 4:30 pm (7 1/2 hours/day)DEADLINE: Open until Filled This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.SUMMARY:This position will be responsible for assisting with the implementation of the strategy, developing the acquisition approach, coordinating the execution of all MTA-wide rolling stock procurement activities, to both secure best value for the MTA and support the core mission of providing safe and reliable public transportation. This position, along with the Assistant Deputy Chief Officer (ADCO) will coordinate between the agencies' staff at NYCT, Metro North and LIRR and the funding function at the MTA to align budgets and effectively leverage consolidated requirements.This position will lead benchmarking efforts to identify and implement best practices for the acquisition of buses, subway cars, commuter rail cars and all non-revenue/work car equipment across the MTA, including the adoption life cycle cost modelling for evaluative purposes. This position will also work directly with end users in identifying candidate firms for expansion of the list of qualified vendors to support the MTA's on-going rolling stock needs.RESPONSIBILITIES:Supports all activity for the successful implementation of an acquisition strategy to leverage multi agency rolling stock requirements across the operating agencies of the MTA, in line with corporate strategy and business goals.Selects, develops, and motivates personnel within the department. Provides career development for subordinates/ consultants. Provides prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Reviews performance of staff. Creates a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.When necessary, provides negotiations strategies for aspects of rolling stock acquisition activity.Conducts benchmarking exercises with peer agencies both nationally and internationally.Collaborates with MTA agencies and external organizations to monitor market capacity, procurement, and contracting timelines and strategies.Partners with engineering staff at the operating agencies to develop a mechanism to expand the supplier base at the bus and railcar car builder and subsystem level.Responds to internal and external auditors, implementing audit recommendations when appropriate and to Freedom of Information Law requests.Drafts responses to press inquiries, budget hearing inquiries and inquiries from elected officials.Manages all required consultant activities.May serve as Acting or Designee for the Assistant Deputy Chief Officer, in their absence.Other duties as assigned.
