MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required butall candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changedfrom temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The incumbent of this position will coordinate organizational studies as well as the analysis, evaluation and development of policies and procedures. Duties of this position will include, but are not limited to, the following:Document current work methods and make recommendations for new and improved work activities and business practices;Monitor systems by reviewing and/or creating reports and observing operations to determine modification needs;Ensure accurate vacancy announcements are posted to various web platforms, including the NYSED website and StateJobsNY, in addition to other platforms as assigned;Create electronic mailboxes for recruitments and assign and remove permissions;As necessitated by programs or procedural changes, design new or revise forms;Plan, lead and conduct other studies related to productivity/efficiency improvement, operations, policy evaluation, procedures and methods associated with work processes;Develop a solid understanding of the laws, rules and regulations governing the Department;Interview staff, gather facts and document findings related to studies;Based on facts gathered, prepare recommendations to supervisor as to whether a study should be undertaken;Prepare for supervisory review, workplans for conducting studies, which should include the objective, a problem statement which includes the barriers/issues related to a program area's ability to achieve its goals, the analysis tools to be used, project timeline and resource requirements;Prepare monthly written progress reports for supervisor on studies undertaken; Prepare reports for supervisory review which contain recommendations for next steps, including documentation that supports the recommendations, such as graphs and charts;Prepare and deliver, as requested, presentations to management on study results and coordinate with supervisor on next step recommendations; andWhen recommendations are accepted, provide customers with a written implementation plan, which includes a schedule, resource and training requirements. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. For current New York State employees, salary is based on the candidate's salary at the time of hire.
