Position: Program Director, Chance for Change, LMSW, CASAC-Adv (Revised) Classification: Full-time, Exempt Reports to: Chief Program Officer Schedule: Onsite Work location: Manhattan, Upper East Side ABOUT US: Neighborhood Coalition for Shelter (NCS) helps New Yorkers who have a history of homelessness, often compounded by mental illness or substance use, to achieve their highest level of independence. We were established in 1982 by faith and community leaders on Manhattan s Upper East Side who believed that homelessness is the responsibility of the entire community. POSITION SUMMARY: This is a great opportunity for an individual with clinical experience and a creative, entrepreneurial mindset to grow a successful program that currently has a small number of clients. You will manage the clinic, including ensuring a strong referral pipeline and program growth. This role, because it is client-facing, presents a significant opportunity for counseling and client interaction. Reporting to the Chief Program Officer, the Program Director will be responsible for the management, administration, outreach, and clinical functions of the program. You will bring strong sensitivity to the needs of dually diagnosed homeless and formerly homeless individuals. The small size of this program gives the Director the opportunity to have a hands-on approach to day-to-day clinic operations, providing oversight, support, training, and strategic guidance. Chance for Change is poised for growth and needs an innovator who can balance program management with a significant externally facing role in the community. The Chance for Change program is an OASAS-licensed clinic (part 822) located on Manhattan s Upper East Side. It is an outpatient substance-use treatment program that primarily serves homeless adults living with the challenges of substance use disorders. The clinic and harm reduction model meet clients where they are on the path to stability and connect with their desire to change in a collaborative, respectful, and empathic environment. Individual and group therapy sessions focus on sobriety as well as helping our clients manage challenges including mental illness, chronic medical conditions, homelessness, unemployment, and other life stressors. The comfortable clubhouse environment allows clients to spend time in a safe sober supportive space. RESPONSIBILITIES: CLINICAL Implement NCS s vision for the program, which is informed by a harm reduction model, including creating a safe, welcoming environment that combines substance use treatments services and more comprehensive services. Collaborate with the program s Medical Director to ensure compliance with OASAS regulations and staff development. Provide individual and group counseling for clients. Create a client-focused clinic environment. Develop or institute new therapeutic and recreational groups and activities that enhance the clients overall well-being. Facilitate a multi-disciplinary team approach, ensuring integration of agency-wide programs and goals. MANAGEMENT/ADMINISTRATION Supervise and oversee administrative and clinical compliance and quality assurance. Supervise and monitor program compliance, record-keeping, and documentation. Ensure compliance with OASAS regulations, including the timely submission of monthly statistical reports through OASAS s Client Data System and agency reporting requirements. Hire, train, and supervise staff (2 FT counselors, PT biller, PT nurse practitioner, and PT medical director; team is anticipated to increase with program growth). Develop program budgets with Chief Program Officer and Chief Financial Officer and monitor expenses and revenue. Supervise the program s biller to maximize revenue collection and ensure reconciliation of all billing. OUTREACH Assume primary role in developing and maintaining outreach activities to increase and maintain steady stream of referrals to the program. Work with NCS s communications team to develop collateral materials to promote the program to referral sources and potential clients. Perform other job-related duties as assigned as needed. (Credentialed Alcoholism and Substance Abuse Counselor - Advanced) CASAC-MC (Credentialed Alcoholism and Substance Abuse Counselor - Master Counselor) LMSW (Licensed Master Social Worker) LCSW (Licensed Clinical Social Worker) LMHC: (Licensed Mental Health Counselor) Supervisory Experience : 1 year of supervisory experience in an OASAS-licensed clinic (part 822) Minimum of 3 years of experience with clinical substance use disorder treatment, including familiarity with mental health/co-occurring disorders and homelessness. Additional knowledge, skills, and/or abilities Master s degree in social work or a counseling-related profession is preferred. Personal qualities of integrity, credibility, and a commitment to and passion for NCS s mission. Minimum of 3 years of experience with clinical substance use disorder treatment, including familiarity with mental health/co-occurring disorders and homelessness. Understanding of, and belief in, the harm reduction model. Experience with program development, growth, implementation, and project management strongly desired. Motivated to develop and implement a networking and outreach plan that results in increased client enrollment and program growth. Organized, with strong administrative skills. Proficient in using technology as a management reporting tool, including experience using AWARDS (or similar) database. Excellent verbal and written communication skills with exceptional attention to detail; bilingual English/Spanish highly desired. SALARY RANGE: $70k - $80k Final salary will be determined based on various factors which may include internal equity, work experience, skills, knowledge, education and/or certifications.
