Overview:

The Manager of Operational Reporting is an important member of the Accounting Department working under the guidance of the Director of Financial Planning and Analysis in meeting fiscal needs related to the financial close, budgeting, forecasting, analysis, regulatory reporting, and program fiscal support of NYSARC Inc-Nassau County Chapter and its Affiliates. The position works in close partnership with Program Directors and Assistant Directors with an emphasis on revenue maximization and cost containment.

The Manger of Operational Reporting must be a team player with good communication, analytical, computer skills and current with FASB non-profit pronouncements. These skills are required to effectively perform oversight and analyses work to support the fiscal and regulatory reporting needs.

Responsibilities:

Primary duties and responsibilities inculde but not limited to:

Financial Reporting & Support

  • Perform recurring analysis over program financial activities to process adjusting/ reclassification entries in accord with the monthly closing calendar.
  • Ensure integrity of financial results related to government contracts and grants, and preparation of related standard journal entries.
  • Review transactions and coding; prepare journal entries.
  • Perform certain indirect cost allocations postings for the financial close.
  • Prepare the monthly financial statements and narratives on program activities with an emphasis on performance and variance analysis.
  • Maintain continual communication with Program Directors to ensure sound fiscal management and understanding of results of operations including identifying opportunities for cost containment.
  • Maintain and expand upon financial projection models for use in managerial and governance reporting, including working closely with Program staff to ensure projections data is complete and accurate.
  • Prepare other statistical reporting/ visualization aimed to provide insights into the agencys operations.

Budgeting & Analytical Support

      • Assist with the annual budgeting process for multiple entities, including working closely with the Director of Financial Planning and Analysis in devising processes and tools used to manage budgets components.
      • Respond to budget related requests including ad hoc complex analysis.
      • Support the preparation of grant proposals.
      • Provide Financial insight and analysis to drive improved business performance.

Audits & Regulatory reporting

  • Support the completion of multiple annual CFR reports with ownership for certain sections.
  • Oversee, prepare, and submit other cost reports to state/ local government agencies required for contract reimbursement.
  • Assist in audits, fiscal and compliance, including providing information, work paper preparations and analysis.
  • Support the management of all regulatory reviews / audits.

Other

  • Partner with department leaders in preparing and expanding fiscal policies and procedures documents.
  • Hire, train, develop and retain high performing staff.
  • Develop a dynamic team and cultivate a work environment that fosters teamwork.
  • Prepare and provide annual staff evaluations with an emphasis on supporting the staffs continued development.
  • Other duties and special projects as assigned.

Qualifications:

Education and/ or experience required:

  • Bachelors Degree in finance / accounting AND
  • Minimum five (5) years relevant experience, including two (2) years staff supervision preferably in a government funded agency
  • Considered a Plus:
    • MBA, CFA
    • NYS OPWDD or Other NYS funded agency requiring a CFR filing
    • BlackBaud Financial Edge, Sage Intacct

Skills, Licenses and/ or competencies required:

  • Strong knowledge of non-profit accounting pronouncements
  • Good Skills in Microsoft Office, Excel and Word required.
  • Good professional written and verbal interpersonal and communication skills ability to relate and clearly communicate with operating management, financial staff and other departments.
  • Professional abilities to pay attention to detail, analyze financial data, solve financial problems, develop, and implement solutions and write procedures. Ability to initiate projects, prioritizes and complete tasks on a timely basis with minimal supervision in a fast-paced environment.
  • Strong work ethic exhibiting a sense of urgency in completion of tasks, willingness to work a flexible schedule, including evenings and occasional weekend work.
