These service include: technology strategic planning, web site development, graphic design, disaster recovery, systems development, network administration, audio/visual services, business process re-engineering, change management, program management, security administration, help desk, computer operations, telecommunications, and document management.Under the direction of the Executive Director of the Program Management Office, the IT Project Manager is responsible for managing a portfolio of IT initiatives and overseeing all aspects of their implementation, including requirements gathering, development, vendor and customer management, and managing the project financials. The PM will be expected to report on these initiatives following Office and industry-wide standards and keep Bureau leadership informed of the latest status, risks and accomplishments. Tasks include, but are not limited to, the following:* Serve as the primary source of intake for all requests by stakeholders and manage the relationships and communication between stakeholders, the Bureau of Information Systems and Technology and any vendor* Manage and coordinate multiple projects to ensure they are completed on time and on budget as well as meeting quality standards* Develop detailed project plans to organize and plan project tasks and schedules; Create long- and short-term plans, including setting targets for milestones and adhering to deadlines* Coordinate deliverables with business analysts, developers, quality assurance testers* Manage vendor relationships and contract deliverables* Ensure that project management standards are followed during the project lifecycle* Proactively identify and resolve project issues by engaging stakeholders and implementing risk strategies* Effectively communicate status, risks and accomplishments to key stakeholders* Manage project financials including budget tracking and reporting for all initiativesQUALIFICATIONS/SKILLS REQUIREMENTS: All applicants must be current employees of the City of New York serving in any one of the following permanent civil service titles: Computer Specialist (Software), Computer Specialist (Operations), Computer Associate (Software), Computer Associate (Operations), Computer Operations Manager, or Computer Systems Manager.Please clearly indicate your current permanent civil service title on your resume and cover letter.Minimum Qualifications(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in 1 above, including one year in a project leader capacity or as a major contributor on a complex project; or(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualificationrequirements.Special NoteTo be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.Preferred Skills* 1-2 years serving as IT Project Manager on complex IT initiatives - Bachelor's Degree or equivalent experience in technical related filed - Education, training or experience as an IT Project Manager and four (4) or more years of satisfactory full-time experience as an IT Project Manager - Work in a team environment - Plan, organize, and work on multiple tasks simultaneously - Hands-on experience with multiple project management life-cycle methodologies (especially iterative development) - Ability to communicate with end-users and technical staff - Excellent communication and writing skills - Good judgment, logical thinker and detail oriented - PMP (Project Management Professional) certification or equivalent preferred.55a ProgramThis position is also open to qualified persons with a disability who are eligible for the 55-a Program.
