SummaryThe HR Manager will oversee and supervise Second Stage's payroll and benefits administration functions, ensuring pay is processed on time, accurately, and in compliance with federal and state regulations. The HR Manager will also be responsible for administering all employee benefits activities. Reporting to the Director of HR and Equity, Diversity, & Inclusion, the position also supports other HR administration and compliance activities, as assigned, This position requires strong organizational and operational skills to help implement and streamline new payroll and HR systems. Duties & ResponsibilitiesPayroll Administration
  • Implement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, dues, garnishments, taxes, union dues / agent fees, and other deductions
  • Maintain payroll updates including new hires, terminations, and position / pay rate changes
  • Prepare and maintain accurate records and reports of payroll transactions
  • Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices
  • Identify and implement updates to payroll processing software, systems, and procedures, as needed
Benefits Administration
  • Administer employee benefit programs, including processing new enrollments, terminations / COBRA, and benefit changes
  • Manage annual Open Enrollment, in conjunction with the Director of HR & EDI
  • Ensure compliance with federal and state laws related to employee benefits and leaves, staying up to date with current regulations
  • Process 401K and Healthcare Savings Accounts payments
  • Process annual 401K census documentation and other compliance and reporting activities
  • Administer leaves of absence, including FMLA, ADA, and workers' compensation
  • Process worker's compensation claims
  • Process annual healthcare reporting documentation
  • Continue to review existing systems and make recommended improvements
HR Administration
  • Onboard new employees, including orientation and benefits enrollment
  • Maintain accurate HR records and ensure data integrity in HR systems
  • Draft HR documentation (e.g., letters of employment, exit letters, leave letters, etc.)
  • Facilitate audits by providing records and documentation to auditors
  • Reply to inquiries for NYS Unemployment claims
  • Respond to employment verification inquiries
  • Serve as a resource for employees regarding HR-related inquiries and issues
  • Perform other duties to support the Human Resources department, as assigned
Requirements
  • 3-5 years of experience working in a similarly sized institution, processing payroll & supporting benefits administration activities; experience in a performing arts organization and/or processing union payrolls is strongly preferred
  • Expert knowledge of the payroll and benefits functions; familiarity with federal and state employment laws (e.g. FLSA, FMLA, ADA, ACA, etc.)
  • Strong organizational skills, ability to prioritize effectively, and impeccable attention to detail
  • Strong analytical and problem-solving skills
  • Excellent verbal and written communication skills
  • Strong computer skills and proficiency in MS Office Suite and with payroll software (ADP and/or Paylocity preferred)

Work EnvironmentTime will be spent in an office with quiet to moderate noise level and occasionally in the theatre with often loud and amplified noises. The office environment requires using the computer, phone, and other routine office equipment. Majority of the work will be performed inside at room temperature. Physical RequirementsPosition requires long periods of sitting. While sitting in the office, employee is required to use hands, wrists, and fingers for keyboard and other office equipment.
