Position Title:Director, Opportunity Programs Group - MWBEGrade/Classification:62 - Director / ManagementHiring Rate:Albany, NY - $145,738New York, NY - $150,792Location:Albany Office or NYC OfficeFLSA Status:ExemptPrimary PurposeResponsible for the overall programmatic management, personnel administration, and oversight of all procurement opportunities related to Minority-, Women-Business Enterprise (MWBE), Service-Disabled Veteran-Owned Business (SDVOB), Small Business, and Equal Employment Opportunity (EEO) at DASNY, including the development, recommendation, and implementation of policy and guidance to DASNY Staff and Clients. Duties are characterized by a high degree of autonomy while exercising independent professional judgment and discretion.Essential Functions
  • Responsible for the overall supervision, management, and oversight of the day-to-day operations of DASNY's Opportunity Programs, and all associated and related functions.
  • Responsible for achieving the MWBE and SDVOB goals as established by New York State.
  • Act as a partner, advocate, and change agent with DASNY Procurement to meet and exceed DASNY goals related to Procurement.
  • Approve utilization plans, waivers, and monitor contract compliance regarding Opportunity Programs goals, notify contractors and consultants of non-compliance, assist with resolution of non-compliance, and recommend imposition of penalties or other actions for non-compliance.
  • Manage outreach efforts and assist prime contractors and consultants to increase their use of qualified diversity firms.
  • Review, recommend, develop, implement, and keep current Opportunity Programs policies, procedures, and industry best practices.
  • Ensure compliance with all DASNY policies and procedures, as well as applicable federal and New York State regulations and statutes; Collaborate with DASNY Legal as appropriate.
  • Analyze applicable statutes, rules, and regulations, and provide input to newly proposed legislation or interpretation of existing legislation.
  • Ensure that complete and accurate records are produced within Opportunity Programs and that records are accessible to various stakeholders (e.g., Internal Audit or FOIL requests) upon request.
  • Complete annual and other required periodic reporting (e.g., annual and quarterly reporting to Empire State Development, Office of General Services, and various Clients).
  • Ensure data integrity and develop appropriate metrics/reporting to analyze the volume, timeliness, and accuracy of processing.
  • Oversee workload and allocate resources in compliance with DASNY policy and position descriptions. Review and improve direct and indirect time charges across Opportunity Programs.
  • Assess and identify risk and recommend, develop, implement, and administer appropriate internal controls.
  • Participate in the identification, design, and implementation of overall system and application needs. Work directly with Information Services on troubleshooting and resolving system/application and data issues, as required.
  • Identify, offer, and oversee compliance with appropriate and relevant training for DASNY staff to ensure knowledge of current policies, procedures, practices, and internal controls, as well as other mandated training.
  • Identify, evaluate, and recommend resolutions to Opportunity Programs and/or contract-related disputes that may arise with clients, contractors, consultants, vendors, and project site personnel.
  • Serve as a liaison and representative for DASNY to internal and external stakeholders, including contractors' organizations, labor unions, Federal, State, and municipal contracting agencies, as it relates to Opportunity Programs and other associated activities.
  • Develop content and present to internal and external stakeholders including DASNY Staff, DASNY Management, and the Board of Directors.
  • Work on special projects or directives, as directed.
Other Duties and Responsibilities
  • Supervise, train, and evaluate employees.
  • Ensure supervisors meet their obligations in the supervision, training, and evaluation of their staff.
  • Participate in collective bargaining and other employee relation matters affecting the unit; administer and ensure adherence to applicable bargaining agreements.
  • Must maintain regular attendance in accordance with DASNY attendance and leave policies.
  • Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
  • Undertake special assignments as directed.
SupervisionSupervision of employees is required.Physical/Mental/Visual DemandsOccasional travel is required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Must be available to occasionally work a modified work schedule or extended workday hours.Work EnvironmentStandard office environment, using one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.Minimum QualificationsBachelor's degree in Business, Public Administration, or related field plus ten years of relevant experience and at least six years of progressively responsible supervisory experience, including responsibility for the direct supervision of professional-level employees, including hiring, monitoring, and evaluating performance, and providing verbal and written performance evaluations to those employees. Other combinations of education and experience may be considered for candidates with advanced degrees.Preferred QualificationsMaster's degree in Business, Public Administration, or related field plus fifteen years of progressively responsible experience in the design & construction industry and/or administration of supplier diversity (MWBE) initiatives. Knowledge of the procurement of construction, professional services, commodities, and other services on behalf of a significant public entity or private organization.At least ten years of progressively responsible supervisory experience, including responsibility for the direct supervision of professional-level employees, including hiring, monitoring, and evaluating performance, and providing verbal and written performance evaluations to those employees.Experience with construction industry practices.Essential Skills
