Job Description

The Director, Engineering & Support Services (Approved Specialties) directs the planning, coordination, and evaluation of the Systems' capital programs which include General Construction, Telecommunications, Energy Conservation, and other Engineering Support Programs. Implements processes and procedures to aid in the direction of trade staff, the management of capital projects, and other programs within the designated areas of authority.

General tasks and responsibilities will include:

Directs trade staff through the development of processes and procedures for the implementation of maintenance operations.

Coordinates and recommends plans, designs, and changes in various construction, renovation, and engineering activities.

Evaluates department's projects through the creation of reports, studies, and surveys detailing progress of programs, studies, leases on properties, and health care setting planning with recommendations and other data, as required.

Develops and prepares standard methods and procedures for implementation of the maintenance systems and operations, construction contracts, and/or capital projects development. Provides technical assistance in review of existing maintenance and engineering procedures, service and construction contracts, and preventive maintenance for all System properties.

Prepares reports that outline the scope and estimated cost of projects proposed, implemented, and developed. Develops and updates cost estimates.

Analyzes construction phases and operating schedules to assure timely completion of projects with minimal disruption to surrounding activities and makes recommendations for workable and cost-effective solutions.

Develops reports, studies, and surveys for senior leadership including new programs, statistical studies, leasing property, and health care setting planning. May make other recommendations and provide other data, as required.

Ensures Life Safety for the facility and creates methodologies for meeting all regulatory requirements of all governing agencies.

Serves as a consultant on issues relating to engineering, construction, and/or design projects as required by senior leadership. Liaises with Federal, State, and City agencies.

Acts as a member of the Architect - Engineer Selection Board participating in the evaluation of prospective consultants for specific projects.

Reviews budget submissions and provides recommendations regarding proposed projects and programs. Participates in regular periodic staff meetings.

Participates in the annual operating budget; identifies and meets staffing needs to support service delivery. Ensures operations run within budgetary guidelines.

Facilitates in-service training programs and provides orientation, training, and guidance to staff. Assesses staff training needs and evaluates the effectiveness of the program; implements changes to provide for more efficient operations. Oversees departmental processes for all required educational courses and certifications.

May represent the System in certain legal matters dealing with City, State, and Federal agencies.

Provides education on patient and public safety protocols and prevention techniques to staff, community members, patients and caregivers; in line with governing bodies.

May assist with facilitation of the Workplace Violence Prevention Program in the absence of the Workplace Violence Prevention Coordinator.

Participates in internal/external quality assurance/performance improvement (QA/Pl) activities and programs, training, and special studies, as required.

Ensures ongoing compliance and maintenance of the NYC Health+ Hospitals policies with NYS standards and other applicable external regulatory guidelines and accreditation guidelines and standards.

Performs other related duties, as directed.

Minimum Qualifications

1. A Baccalaureate Degree in Architecture, Engineering, Industrial Engineering, Construction Management or an approved related discipline from an accredited college or university; or,

2. New York State licensure as a Registered Architect or Professional Engineer; and,

3. Six years experience in the construction, architectural or engineering field, including three years in design contracts and construction contracts relating to health care facilities in a managerial or administrative capacity; or,

4. A satisfactory equivalent combination of education, training and experience.

Department Preferences

Preference will be given to qualified candidates with the following knowledge, abilities, education, experience and/or skills:

Designation as a Real Property Administrator (RPA) as conferred by the Buildings Owners and Managers Institute (BOMI), or

A valid New York City High Pressure Boiler Operating Engineer license.
