Correctional Health Services

The New York City jail system is the second largest in the nation. A significant number of individuals in the NYC jail system will receive care on the mental health service. The service strives to provide safe, holistic and evidence-based therapeutic interventions for the diverse range of mental health issues that face the population, from serious mental illness to the natural struggles that accompany incarceration. The service provides some of the most comprehensive and unique treatment modalities in the country, including specialty housing units for individuals with serious mental illness, a 24-hour on-call psychiatric service, robust creative arts programming, clinics in each of the facilities, substance use treatment, medication assisted treatment (MAT), integrated re-entry services that includes alternatives to incarceration, and relationships with multiple training institutions throughout the city. Furthermore, CHS has been engaged in an effort to better identify people with neurodevelopmental/neurocognitive disorders and to utilize psychological testing to connect people to services in the community (e.g., with OPWDD).

Summary of position:

This full-time position reports to the Clinical Director of Mental Health in the Division of Correctional Health Services and is responsible for the clinical oversight, management, and development of staff providing therapeutic services throughout the jails. The Clinical Deputy Director is expected to primarily be responsible for the quality clinical management, supervision and training of clinical supervisors, who in turn are responsible for clinical service oversight of other mental health staff (Mental Health Clinicians, Substance Abuse Counselors, Treatment Aide Supervisors, and Mental Health Treatment Aides) in their assigned facilities. Clinical supervisors are generally the team leaders responsible for maintaining the clinical integrity, quality assurance, and multi-disciplinary collaboration of a specific program, clinic or housing area, ensuring that all staff are providing appropriate and timely clinical interventions and documentation.

Aside from the Clinical Director, the Deputy Clinical Director will work in close collaboration with the Medical Director, and the Director and Deputy of Mental Health Administration to ensure that all staff incorporate a holistic and individualized approach to in-jail patient care and post-jail community services. Another component of this position will be recruiting, interviewing, and retaining high quality staff, and providing strong leadership in quality improvement efforts.

Qualification Requirements:

  • A Master's degree from an accredited college or university in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or,
  • A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or,
  • A satisfactory equivalent combination of education, training and experience.

Department Preferences:

  • Doctoral degree in psychology or related mental health profession
  • NY State license in psychology in good standing
  • 3+ years of post-doctoral experience working with underserved individuals with mental illness, ideally with those who are involved in the criminal justice system.
  • 4+ years of post-doctoral experience in a management position
  • Experience in inpatient clinical settings
  • Teaching experience in academic or clinical settings
  • Excellent interpersonal communication skills and ability to work collaboratively with other disciplines, including DOC staff
  • Strong leadership skills with ability to inspire and mentor clinical staff
  • Excellent diagnostic assessment, psychological testing, and treatment skills within the scope of one's training
  • Excellent documentation, organizational and management skills

Responsibilities may include:

  • Assisting the Clinical Director in oversight of the quality assurance and quality improvement of the clinical services provided across facilities and programs.
  • Management and tracking of identified high-risk cases
  • Design, implementation, and ongoing review of relevant clinical procedures, policies and operating manuals
  • Direct clinical and administrative supervision of the Senior/Clinical Supervisors
  • Personnel management of the Senior/Clinical Supervisors and their direct reports, including setting quality standards, establishing effective recruitment and retention strategies, managing workforce complaints, hiring, on-boarding, disciplinary procedures and termination.
  • Assist the Student Training Director(s) in the education of the trainees in the jail system, including psychology interns and externs, social work students, and mental health counseling students.
  • Assist in developing evidence based therapeutic group programming for Therapeutic Housing Units (THUs)
  • Attend and actively participate in multiple interdisciplinary Team Meetings per week, both within the Mental Health Service and with other services (e.g., medical, DOC, community providers)
  • 10% of time must be devoted to direct clinical care. This may include managing a patient area, directly (in-person) supervising the work of trainees or staff, or other similar clinical work.
  • Administrative on-call responsibilities for the mental health service, shared amongst MH managers, as established by the Chief of the MH service (typically 1-2 2-week intervals per year).
  • Other responsibilities as directed by the Clinical Director or the Chief of Service

Minimum Qualifications:

  • A Master's degree from an accredited college or university in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
  • A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
  • A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Bachelor s Degree.
