Description Position at MTA Construction & Development This position is eligible for telework, which is currently one day per week. JOB TITLE: Chief Engineer (Track) AGENCY: Construction & Development DEPT/DIV: Delivery/Delivery Services Office REPORTS TO: Vice President Deputy Project Executive WORK LOCATION: 2 Broadway HOURS OF WORK: 9:00 AM to 5:30 PM or as required (7.5HR/ DAY) HAY POINTS: 1418 SALARY RANGE: $154,724 to $203,076 DEADLINE: Open Until Filled Summary The Chief Engineer - Track is the designated discipline authority available to executive-level MTA Management (e.g., Project CEO, Business Unit Lead, DSO leadership, etc.) for consultation and to provide recommendations as needed. The Chief Engineer - Track will report to and reside within Design Services under the AVP of Technical Services. Responsibilities The Chief Engineer - Track is responsible to: Provide input to Design Services, Design Compliance on the development of additional or revised Design Delivery Standards Identify skills training: - required to meet project delivery - to raise discipline-specific skill levels. Collaborate with Design Services-Technical Services Staff on the development and review of technical training curriculum. Work with discipline leads in C&D, NYCT (MOW), MNR, LIRR, and B&T to improve overall discipline standards. Represent C&D at MTA-wide technical forums. Coordinate the development and presentation of internal conferences to larger groups across MTA to outline lessons learned, advancements in skills, use of technology/innovation, staff mix, skills trends, etc. Be responsible for assessing areas of expertise required for a specific discipline/skill, creating a community in a particular skill, gathering knowledge from projects, storing and reviewing knowledge in a systematic way for dissemination (will work with Design Compliance on dissemination) to a broader audience for consistent & improved application. Be empowered to balance and move technical staff among the Business units as specific skill sets are needed to support projects. Provide consultation/advice regarding discipline-specific technical issues that may affect the planning, design, and construction of capital projects. Participates in project peer review across all Business Units. Participate in an escalation process for issue resolution after the Project CEO & staff have exhausted all other means of resolution. Provide design leadership and engineering management for all track-related facets of transit and railroad design projects and pursuits. Coordinate and lead engineering efforts in all phases of rail infrastructure service lives ranging from conceptual planning to design to construction to maintenance to rehabilitation. Manage, develop, and mentor younger engineers by assigning appropriate technical tasks and promoting a culture of accountability, teamwork, quality, and technological growth. Education and Experience Bachelor's degree in engineering, Construction or Project Management, Transportation, or a related field. Masters preferred. Must have a minimum of twenty (20) years of related experience. Must have a minimum of ten (10) years in a management or supervisory role and/or program/project manager role in a large, multi-faceted organization. Licensed Professional Engineer required. PMP and CCM Certifications are preferred. Significant experience in project management for major construction projects or highly complex systems is preferred. Substantial experience leading and managing contractors, subcontractors, or vendors. Excellent communication and interpersonal skills. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels. Demonstrated ability to work in a high-profile, high-pressure environment effectively. Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker to align business goals with solutions to drive process improvements. Must possess excellent team-building, listening, problem-solving, and prioritization skills. Alternative Delivery experience preferred.
