Responsible for ongoing maintenance and upgrading of systems.Provide support and training to hiring managers and others on use of ATS and other employment related systems.Responsible for offboarding of employees including dissemination, collection and review of exit interviews, notification of end of employment to all other appropriate offices.Build, inspire, lead, and develop employee base through effective recruiting, training, coaching, and communication.Build strong recruitment (diverse) programs, taking proactive steps to ensure there is a robust talent pool through various candidate search mediums.Influence managers to make changes in organizational employment structure as needed.QualificationsRequired Skills & ExperienceLead the recruitment and staffing function for the University, including goal prioritization, and solution-driven to remove barriers in executing employment-related functions.Develop concepts, techniques, and standards for the delivery of HR services related to employment, talent acquisition and compensation.Oversee and manage Applicant Tracking System (ATS) and onboarding systems. Responsible for ongoing maintenance and upgrading of systems.Provide support and training to hiring managers and others on use of ATS and other employment related systems.Responsible for offboarding of employees including dissemination, collection and review of exit interviews, notification of end of employment to all other appropriate offices.Build, inspire, lead, and develop employee base through effective recruiting, training, coaching, and communication.Build strong recruitment (diverse) programs, taking proactive steps to ensure there is a robust talent pool through various candidate search mediums.Knowledge of employee benefits/offerings required for employment and recruitment purposes.Influence managers to make changes in organizational employment structure as needed.Strong working knowledge of salary structures for union, non-union, faculty and grant-funded positions.Advise Budget Office on grades and salary ranges for approved positions.Facilitate the management and development of the University s culture and values, and lead employee and manager engagement initiatives to foster teamwork and enhance employee engagement, through various methods including but not limited to facilitating and coordinating monthly new employee orientation and employee recognition programs.Strong knowledge and sophisticated understanding of labor relations and impact of Collective Bargaining Agreement (CBA) on employment-related issues.Independently handle routine and moderately complex employee relations issues, ensuring consistency with policies and practices.Ensure proper maintenance of physical and electronic employment-related records and mandatory employment-related postings in compliance with federal, state, and local laws and regulations.Education Requirements:Bachelor s degree in human resources management or business/management related field required. Master s degree in human resources management a plus.Human Resources certification preferred.At least three to five years of human resources management experience, preferably in the higher education field.Proficient in various ATS, Onboarding and HRIS systems.Strong influencing/negotiating and conflict resolution skills.Able to have constructive conversations with hiring managers and college leaders.Have the confidence and courage to operate independently and the teamwork skills necessary to collaborate with others.Strong working knowledge of all policies and regulations related to employment and general practices at the institution.Strong knowledge of New York Laws including wage and hour requirements.Strong knowledge of regulations, laws and policies related to employment and compensation.Demonstrated experience managing a broad range of human resources issues and functions.Familiarity with NeoEd/NeoGov ATS and Onboarding systems as well as Banner System highly desirable.Must be detailed and results oriented.Demonstrated experience with the development of human resource services that are customized to the unique needs of the differing departments and situations while maintaining overall consistency within the organization.Ability to think critically and maintain discretion and confidentiality.Able to work well with a team and demonstrate strong collaboration skills.Physical/Other Requirements:Must be able to push, pull, move or lift up to 50 lbs.Must be able to meet all general health requirements for the position as per university policies.Ability to travel between campuses independently and work onsite in a campus office.Compensation offered will be commensurate with the educational background and work experience of the individual.Mercy University promotes a community campus environment.
