Description Position at MTA Headquarters JOB TITLE: Associate Director, Facility Operations (North) SALARY RANGE: $125,000 - $140,000 HAY POINTS: 805 DEPT/DIV: Real Estate SUPERVISOR: Director, Operations Real Estate LOCATION: 2 Broadway HOURS OF WORK:9:00 am - 5:30 pm (7 1/2 hours/day) DEADLINE:Open until filled SUMMARY: MTA Real Estate's portfolio encompasses a diverse range of properties across the New York Metropolitan region, stretching from Central Islip to Stormville, NY, and covering 3.5 million square feet. Recognizing the need for a strategic approach to managing this vast portfolio, we've divided the region into two distinct sectors, North and East, to enhance our facilities maintenance services, responsiveness, and management practices. The Associate Director Facilities Operations position provides strategic vision and leadership to Real Estate's Facilities Operations team. This role is pivotal in ensuring efficient maintenance and optimal functionality of all real estate facilities within the metropolitan area. The Associate Director Facilities Operations will collaborate closely with the Director of Real Estate Finance on all financial matters on property management agreements. This includes financial reporting, funding requests, budget development, and contractual analysis. Operating under the general guidance of the Director of Operations, this role also supervises the 3rd party contract workforce engaged in maintenance and repair activities, procurement of maintenance contracts, and coordination of building operations with capital improvement projects. RESPONSIBILITIES:
  • Implement effective maintenance programs across MTA Real Estate's portfolio, involving regular inspections, preventive maintenance, and timely repairs to ensure reduced downtime, extended longevity of facility equipment and systems, and optimal functionality of the facilities.
  • Oversee daily facility operations, address maintenance requests, coordinate with vendors, and ensure safety and regulatory standards compliance. This creates a secure and conducive environment for facility users and upholds regulatory requirements.
  • Formulate and manage the annual facilities maintenance budget, ensuring cost-effective strategies and resource allocation. This leads to optimal financial utilization, alignment with organizational objectives, and efficient budget management.
  • Cultivate relationships with external vendors, contractors, and service providers, negotiating contracts and monitoring their performance. This ensures high-quality, timely service delivery, fostering strong partnerships and reliable external support.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Serve as a liaison between facility users, property owners, and senior management, addressing concerns, providing updates, and ensuring effective communication channels. This strengthens relationships, addresses user needs, and promotes a positive user experience.
  • Collaborate with various stakeholders to ensure emergency response protocols and procedures are followed which will protect lives, property, and minimize disruptions during emergencies.
  • Promote sustainable practices within the facilities by overseeing property audits, supporting green initiatives, modifying properties, and staying up to date on changing regulations and standards.
  • Oversee the tracking and analysis of key performance indicators (KPIs) related to facilities maintenance and operations. This includes monitoring metrics such as response time to work orders, completion rates, and customer satisfaction, enabling data-driven decision-making and continuous improvement.
  • Collaborates with colleagues, various stakeholders and business lines, to support space planning and related initiatives.

  • Demonstrated analytical capabilities and quantitative skills. Demonstrated proficiency in Microsoft Office Suite or similar applications, i.e., Word, Excel, PowerPoint, and Outlook.
EDUCATION AND EXPERIENCE: Required:
  • A Bachelor's degree in Real Estate, Engineering, Business, or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and
  • Minimum eight years related experience in commercial or public real estate building operations, including at least five years in a managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body preferred.
  • Must have knowledge of building systems, including but not limited to HVAC, electrical, generators, plumbing, and elevators.
Preferred:
  • Demonstrated experience in managing a diverse, represented workforce.
  • Demonstrated experience in managing building budgets and expenditures.
  • Master's degree in a related field.
  • Attainment of or in the process of attaining a P.E. license from New York State.
  • Familiarity with the MTA's policies and procedures.
  • Familiarity with the MTA's collective bargaining procedures
