The Department of Cultural Affairs (DCLA) is dedicated to strengthening New York Citys vibrant cultural life by providing funding and support to New York Citys cultural community, including the 34 institutions that comprise the Cultural Institutions Group (CIG) and more than 1,150 non-profit cultural organizations that receive regular annual support. DCLA also manages a significant portfolio of cultural capital projects; provides free donated materials and supplies for arts programs and arts educators through its Materials for the Arts program; provides capacity building and technical assistance support to cultural groups; and commissions works of permanent public art through the Citys Public Art Program. This constituency represents a diverse array of organizations - including performing arts groups, museums, theaters, zoos, botanical gardens, visual arts and film centers, community-based organizations, and arts education programs that are central to the life of communities in every corner of New York City.

The Department of Cultural Affairs (DCLA) seeks a dynamic leader to serve as Asset Manager who will oversee a growing list of physical assets (buildings and moveable equipment) under the agencys jurisdiction. The position will manage an existing portfolio of real estate holdings of City owned property and City-owned equipment used by cultural organizations and will be responsible for ongoing compliance and/or oversight of those City owned assets. The Asset Manager will also be tasked with monitoring, tracking and reporting on real estate development projects involving DCLA in coordination with other City agencies and serving as an ongoing resource to the cultural institutions to ensure that City-owned assets are being properly maintained. The Asset Manager reports to the Deputy Commissioner and has responsibilities including but not limited to:

- Analyzing real estate development agreements.

- Establishing new and managing existing internal processes for tracking and ensuring proper care of city-owned assets, including Annual Use Certification and disposal and relinquishment of

moveable equipment.

- Establishing guidelines and collaborating with cultural organizations on City property in the development and review of maintenance and operating plans.

- Serving as the Citys representative to condominiums in which DCLA has jurisdiction over a cultural condo unit to assist with relations between the cultural licensees and the condo leadership, overseeing any issues related to collection of payments owed to the City by licensees, serving as liaison between DCLA and the cultural licensees in all cultural condo units.

- Ensuring compliance with maintenance plans, property and liability insurance policies, licenses, and all other paperwork related to daily operations of cultural organizations on city own property.

- Overseeing annual reporting to external agencies and addressing ad hoc inquiries

- Managing agency DOB Now and troubleshooting issues related to building violations and compliance.

- Working collaboratively with other DCLA units including Cultural Institutions Groups (CIG), Legal, Finance, ACCO, Public Art and Capital.

- Working collaboratively with other City agencies including DDC, DCAS, MOEC, MOPD, DOB, DOT, FDNY and DEP.

Preferred Skills:

The preferred candidate must have excellent communication, writing, and computer skills along with solid organizational and research abilities. The individual also must have the ability to efficiently and promptly handle and prioritize multiple tasks simultaneously. The ability to meet deadlines and changing priorities is essential, as is high attention to detail and the ability to work independently and as a team member. A general knowledge of City government is a plus, as is a working knowledge and deep commitment to serving the Citys non-profit cultural community.

Qualifications

1. Five years of full-time experience in planning, coordinating, budgeting, producing, organizing, administering or directing a cultural program or a cultural institution; or

2. Four years of full-time experience as a practitioner in any of the performing or visual arts plus at least one year of experience described in (1) above; or

3. A baccalaureate degree issued by an accredited college, including or supplemented by 24 credits in one of the visual or performing arts or in arts management plus one year of full-time experience as described in 1 above; or

4. Education and/or experience equivalent to 1 or 2 or 3 above. However, all candidates must have at least one year of experience as described in 1 above. Experience of a substantial nature will be considered on a pro-rated basis, if it is not full-time.
